The Canadian government is taking an equity stake in Cohere as the Toronto AI developer opens a [Series E round targeting up to C$7 billion](https://www.prnewswire.com/news-releases/cohere-announces-series-e-fundraise-targeting-cad-7-billion-to-meet-surging-global-demand-for-secure-sovereign-ai-302923951.html?ref=implicator.ai), about $4.49 billion. Prime Minister Mark Carney [said in Montreal](https://www.reuters.com/business/ottawa-takes-stake-cohere-ai-company-opens-45-billion-funding-round-2026-10-29/?ref=implicator.ai) on Thursday, Oct. 29, that Ottawa would invest up to C$1.6 billion. The companies of Germany's Schwarz Group lead the round, which would value Cohere at C$35.7 billion.

That price is roughly triple Cohere's value from last year. The company called the round the largest private financing round ever undertaken by a Canadian technology company.

## What Ottawa asked for

Carney listed Cohere's commitments in his speech. He said Cohere will stay Canadian and that its incorporation and headquarters will remain in Canada. Cohere will invest at least C$1.7 billion in new computing infrastructure in Canada by 2030, he added.

The federal government said the investment will be made in stages, with regular reporting from Cohere about jobs and investments made in Canada. The equity funding was negotiated through the Canada Development Investment Corporation, a Crown corporation that manages government assets.

Carney also spoke about who controls the technology. "The most powerful AI systems are concentrated in a very small number of companies, in a very small number of countries," he [said at a news conference](https://www.pymnts.com/news/artificial-intelligence/2026/cohere-raises-5-billion-dollars-alternative-ai-vision/?ref=implicator.ai). "That concentration carries risks to cost, to resilience and to sovereignty."

## Not the last federal stake

The Cohere investment won't be the last time the government takes an equity position in a domestic tech company. A forthcoming C$500 million Canadian Tech Growth Fund, first announced in the AI strategy, will also be designed to let Ottawa invest in companies.

The fund "will be designed to have various facilities, but yes, to take equity positions in small and medium-sized companies to instill growth and to crowd in capital," AI and digital innovation minister Evan Solomon [told BetaKit](https://betakit.com/cohere-deal-wont-be-last-time-feds-take-stake-in-canadian-tech-companies-ai-minister-says/?ref=implicator.ai). He called Cohere an important company that "gives us a seat at the table to control and build this technology."

At three times the size of that fund, the Cohere deal likely represents the largest single Canadian government equity commitment ever made to a tech company. Ottawa has promoted Cohere as Canada's de facto entrant in the AI race for more than a year. At the ALL IN conference last year, industry minister Mélanie Joly said the government would make Cohere "a Canadian champion."

Government ownership of private companies is on the rise globally. Under President Donald Trump, the US bought 10 percent of chip maker Intel. This summer, Ottawa announced its intention to buy a $400 million stake in critical minerals company Teck Resources.

## Who else is in

Schwarz, which owns the Lidl and Kaufland retail chains, pledged €500 million to lead the round in April as part of Cohere's merger with the German AI developer Aleph Alpha. Bell Ventures and Bullhound Capital join as new investors. Inovia Capital, Nvidia and Prosperity7 Ventures are returning.

Schwarz Digits chief executive Christian Müller said the group plans to run Cohere's models on its STACKIT cloud. "Our clear goal is to anchor these frontier capabilities in our sovereign STACKIT cloud infrastructure," he said.

## What the announcement leaves open

Cohere has completed only an initial close of the round and did not say how much has been committed so far or when it expects the round to close. The growth figures come from the company's own announcement: annual recurring revenue up 165% year over year at the end of the third quarter of 2026, and a customer base that grew 20 times over the past year to 300.

Cohere's co-founders used the day to argue with a view they say is spreading. A growing consensus holds that the frontier of AI belongs to two countries and a handful of companies, they [wrote on the company blog](https://cohere.com/blog/who-gets-to-build-the-frontier-for-ai?ref=implicator.ai), and that everyone else should rent intelligence from whoever wins. "Its advocates call it realism. We call it frontier fatalism."
